Former houseguest refusing to leave after four months

A friend of the family moved in for what was supposed to be six weeks while they sorted out housing after a job loss. Four months later they are still here, have stopped contributing to utilities, and ignore every conversation about a move-out date. I have sent written notice twice and offered to help with first month's rent elsewhere, but nothing has worked. Looking for a calm, lawful way to resolve this without escalating to court if it can be avoided.
